法治化进程中的信访制度改革路径探析

信访制度作为我国一项公民政治参与和民意表达的制度，在不同的历史阶段都发挥了沟通国家与公民相互关系的桥梁与纽带的重要作用。信访制度在众多的矛盾和过多的期望面前，显现出对问题解决的不尽如人意，信访制度的改革显然已经成为目前国家和社会关注的一个热点问题。我国的信访制度改革可遵循如下方案：转变信访职能；整合信访资源；积极推进司法独立，将司法救济作为权利救济的最终手段。

The Reform Path of System of Letters and Visits in the Process of Juridification

as a long history system of citizen political participation and public opinion expression, ＇ letters and visits＇ plays an important role of bridge and link between state and citizens in different stages of history. For the present, violent social conflicts led to increase of letters and visits. In front of many contradictions and expectations, it shows poor problem - solving, system of letters and visits reform has become a hot issue of social concern. The reform can follow some strategies： change system functions; integrate resources; actively promote the independence of the judiciary, make judicial relief as the ultimate means of relief.
