拉美的发展思想与社会政策模式的演变

拉美是世界上不平等程度最高的地区,究其原因,与其发展思想及社会政策模式的偏颇和漏失不无关系。拉美的发展思想经历了从结构主义到新自由主义,再到新结构主义的演变过程,相应地,其社会政策模式也经历了从国家计划型社会政策模式到市场主导型社会政策模式的演变。但显然在每一个发展阶段,拉美对社会公正的认识是有限的,因此,其社会政策模式也就无法从根本上纠正社会不公现象。在经历了200多年的"不公正的发展"之后,尤其是近年来,拉美各国在不断地反思和总结其发展的教训,积极探索和寻求新的社会政策模式,以期实现社会公正的共同诉求。
