The key issue of the international cooperative developing of Tumen river area is to solve well the transportation and traffic problem and the only right choice to solve the problem is to build up a Free-trade harbor among China,Russia and North Korea,which means to combine the transportation resources and to integrate the sea transportation,harbor,land transportation,customs equipments and customs checking system and to carry out the uniform system of custom check and custom transportation and to realize the free flow of commodity,transportation instruments and personnel.There have been conditions to build up the free-trade harbor in this area under the current situation,and the building of it will promote the international cooperative developing of Tumen river area.
