| 摘 要： | 2002年案例厂的调查表明,国有企业职工参与的国家规范发生了明显的变化.企业在运用这些规范时,其着跟点和归宿点已经不再是利益的均等,而是权利的平衡.案例厂充分利用了正在增多的国家权利性规范的作用,并且善于化解国家利益性规范的影响,基本上没有使改革过程中发生的矛盾或冲突进入公共领域或国家层次.当然,国家权利性规范完全取代国家利益性规范还有一个过程.
