本文从WTO规则要求的角度揭示了中国政府管理的现行法律制度即政府法制所存在的诸多问题 ,进而从改革和完善行政组织法、行政编制法、行政程序法、行政执法责任制度、国家公务员法等方面 ,探讨了政府法制应对加入WTO的改革与完善对策。

Facing Challenge of the WTO Regulations and Improving the Governmental Legal System

Entry into the WTO will greatly influence the current legal system of China's governmental administration. This article reveals many problems existing in current legal system of China's governmental administration from the angle of the demands of the WTO regulations. Furthermore, this article probes into the ways to reform and perfect the current governmental legal system to face WTO in the following several aspects: reform and perfection of the rules of the administrative organizations and authorized size, administrative procedural law, responsibility of the administrative execution and the civil service systems.
