| Abstract: | The participation of an ordinary citizen in the governmental policy making can be broken into the frequent participation and the infrequent participation. There is much restriction to the farmers' participation, and their influence as each individual is in fact weak. However, an indirect participation by them through a strong force of organization will bring forth a great impact on this thing. |
