| 摘 要： | 化解农村信访矛盾,必须科学决策,依法行政,从源头上减少信访;建立健全村级财务管理制度,加强农村基层党组织建设,严肃查处农村基层干部违纪违法案件,提高农村信访工作人员的政治素质和业务素质,积极引导群众依法信访,提倡科学信访。
