| 摘 要： | 可持续发展模式是物质、精神和生态文明三位一体的发展模式,内涵包括经济持续增长、资源循环利用、社会和谐共生、文化传承延续以及自然生态平衡进化等。内蒙古资源环境条件与社会经济发展现状决定了可持续发展与环境治理的不可分割性,环境治理机制要从环境制度、环境规划、环境监控、环境技术、环境文化等管理要素来透视其运行机理。
