| 摘 要： | 我国人口50%以上居住在农村,农民安居乐业对于政权的稳定具有决定性的作用。文章认为,在统筹城乡经济发展,推进城乡一体化进程中,统筹推进“三个集中,”实施“三大重点工程,”对于切实解决“三农”问题,建设社会主义新农村,开拓现代农业新局面,具有至关重要的作用。
