后农业税时代农村公共产品供给不足的对策研究

随着《中华人民共和国农业税条例》的废止,我国进入了后农业税时代。农业税的取消,在减轻农民负担、增加农民收入、缓解农村社会矛盾的同时,也给农村公共产品的供给带来了很大的冲击,使得本已不足的农村公共产品供给面临着更大的危机。为此,本文就取消农业税后我国农村公共产品供给不足的一些问题进行了探讨,在揭示农村公共产品供给不足的现状的同时,指出增加农村公共产品供给的意义及对策选择,以保证向农村提供充分的公共产品,从而促进农村经济的持续发展。

Measures to Solve Deficient Supplies of Rural Public Products in the Times of the Post-Agricultural-Taxes

The abolishment of "The Rules of Agricultural Taxes" by the People's Republic of China has made China enter the times of the post-agricultural taxes. The cancellation of agricultural taxes lessens farmers' economic burdens, increases their incomes and soothes rural social contradictions, but it also brings about impacts on supplies of rural public products, which makes deficient supplies of rural public products worsen. This article reveals the real conditions of deficient supplies of rural public products, shows the significance of increasing supplies of rural public products, and puts forward some measures to improve supplies of rural public products, for the purpose of sustainable development of rural economy.
