政府治理体系的构建:特色、过程与角色

健全和完善政府治理体系,是我国国家治理体系和治理能力现代化的一项重要任务和目标。为此,中国共产党在基于中国国情和多年改革的经验基础上,创造性地进行了“整体性治理”的党和国家机构的全面深化改革,从而形成了一种全新的政府治理格局。我国政府治理体系的构建,需坚持以人民为中心,坚持党的全面领导,加强人民政府与法治政府的内涵建设,将人民政府打造成体现多种功能的多维人民政府。

The Construction of Government Governance System:Objectives,Processes and Roles

To improve and complete the government governance system is an important task and a goal in the modernization of China’s national governance system and governance capabilities nowadays.For this reason,based on China’s national conditions and years of reform experience,the Communist Party of China has creatively carried out comprehensive reforms of CPC and state institutions which are similar with a kind of foreign“holistic governance”.Thereby,a brand-new government governance structure has formed.The construction of China’s government governance system requires the people as the center,and adhere to the party’s overall leadership,to strengthen the connotation of the people’s government and the rule of law government,and to build the government into a multi-dimensional government that has integrated multiple values and reflected multiple functions.
