| 摘 要： | 面对日益严重的毒品问题和艾滋病疫情，建立全民禁毒防艾教育工作体系，大力开展规范、系统的宣传教育，动员全体公民特别是广大青少年认清毒品和艾滋病的危害，自觉抵制毒品和艾滋病的侵袭，积极参与禁毒和艾滋病防治工作，是加强禁毒防艾工作，有效遏止毒品和艾滋病发展蔓延的治本之策。

| Abstract: | Facing with more serious drug problem and AIDS epidemic,it is the essential way for strengthening anti-drug and AIDS prevention work and stopping the spread of them to build educational work system on anti-drug and AIDS prevention,carry out regulated and systemetic propaganda and education work vigorously,mobilize all the citizens,teenagers in particular,realize the harm from drug and AIDS,reject drug and AIDS consciously,attend anti-drug and AIDS prevention work actively. |
