浅谈社会转型期公安机关如何加强和改进社会管理

由于多种主客观因素的制约，公安机关在执法理念、管控能力、管理方式等方面还存在一定程度的不适应。公安机关加强和改进社会管理，就是紧紧围绕构建和谐社会的战略要求，注重从硬实力积累提升到软实力培育，牢固树立法治、服务、责任、效率等意识，建立完善多元化的社会治理、治安难点有效管控、矛盾纠纷调处化解及危机应急管理等机制，从加强队伍建设、完善警务机制、坚持科技强警、密切警民关系等环节着手，切实提高为经济社会发展保驾护航的能力和水平。

A Discussion on How Police Organs Reinforce and Improve Social Administration during Social Transformation

Due to the restriction of various subjective and objective factors,some maladjustments still exists in police organ in such fields as law enforcement concept,governing power and administrative manner.In order to reinforce and improve social administration,police organ has to attach importance to the advancement from the hard strength accumulation to the soft strength cultivation closely centering on the strategic demand to construct the harmonious society,firmly rear the ideology of law,service,obligation and efficiency,set up and perfect the mechanism of plural social management,effective control on peace order difficulties,dispute mediation/resolution and crisis emergency management,etc.,earnestly improve the ability and level to escort and convoy economic and social development beginning with the links to strengthen contingent construction,perfect policing mechanism,stick to the stratagem of intensifying police by science and technology and tighten police-citizen relation.
