| 摘 要： | 当前，网络已渗透到社会生活的各个方面，不仅对传统的社会管理方式提出了新的挑战，同时也为社会管理体制的创新带来了机遇。网络在现代社会管理中发挥了四大功能：即反映社情民意的“晴雨表”、促进社会沟通的“桥梁”、化解社会矛盾的“减压阀”、实现社会公正的“助推器”。因此，党和政府要充分利用网络平台吸纳民意、知晓民情、汇集民智，以使其在现代社会管理创新中发挥更大的作用。
