农村改革开放三十年的回顾与前瞻

1978年到2008年三十年以来，我国农村在生产关系、上层建筑和社会关系（主要是城乡关系）三个层面迈出了重要的步伐。中国改革看农村，农村改革看山东。山东省30年来农村改革的基本经验是政策稳健，连续性强；嫁接结合，善于创新；落实扎实．重视县城等等。在山东农村改革中，农业良种工程、农业产业化、农业国际化和注重县域经济四大亮点是举国公认，最令人信服的。30年改革成绩巨大，但也存在人多地少、效益递减和农民在激发农业发展新动力中诱发农业发展新矛盾等隐优。为更好地促进“三农”问题的有效解决，必须以农民增收为目标，面向农村实施积极的就业政策；以提高农业效益为目标。引导加快土地流转；以选好配好基层领导班子为目标，引导和加快推进基层民主建设等等，进一步深化农村改革。

The Retrospect and Foresight of the Thirty Year of Rural Refrom and Open

Since 1978,the country in China took the important step from the relations of production,superstructure and social relations.The reform in China emphases be on the country,the reform in country emphases be on Shandong.The basic experiences of the rural reform in Shandong are that the policies are stable,sustainable,innovational and paying attention to the intra-county etc.In the rural reform in Shandong,the good seed project of the agriculture,agriculture industrialization,agriculture internationalization and paying attention to the intra-county economies are very good.But there are some problems such as vast population and limited farmland,diminishing benefit and so on.To solve effectively the issues concerning agriculture,countryside and farmers must implement active employment policy face to the country in order to increase peasant income,quicken rural land circulation in order to advance the agriculture benefit and so on.Thus the reform of the country is more deepen.
