河南创新驱动发展面临的问题与对策

目前我省经济社会发展中创新能力显著增强,但仍然存在不少突出问题,还不适应支撑全省经济社会又好又快发展的要求。全面建设中原经济区、加快中原崛起和河南振兴,必须通过继续深化改革,破除制约创新驱动的障碍,建立以企业为主体、市场为导向、产学研相结合,政府引导与市场配置资源相结合的创新驱动机制,突破阻碍技术进步和创新的制度瓶颈,优化科技资源配置,调动科技工作者、企业和全社会的创新积极性。

Problems and Countermeasures of Development Innovation Drive in Henan

The innovation capabilities in economic and social development of Henan Province have been significantly enhanced, but there are still many problems, which can not meet the requirements of sound and rapid economic and social development. To comprehensively construct the Central Plains Economy Area, and accelerate the rise of central China and the revitalization of Henan, we must continue to deepen the reform, break the restriction of drive innovation, establish the innovation drive mechanism ,which takes the enterprises as the main body, the market as the guidance, combines the production, studies, and research as the main body, combines the government guidance and resources allocation by market, breakthrough the system bottleneck barriers for the technological progress and innovation, optimize the allocation of relevant resources, mobilize the innovation enthusiasm of science and technol- ogy workers, enterprises and the whole society.
