摘    要:教育促稳机制以组织系统为主导,以制度系统为规范,以指标系统为导向,以执行系统为基础,以考核评价系统、绩效运用系统为推动,以安全稳定为目的。教育的促稳与治本既相互联系,又相互区别。强调治本而忽视促稳功能或强调促稳而忘记治本功能的观点都是错误的。教育促稳机制的建设应当坚持稳定至上、硬化指标、定期考核、内力牵引与外力推动并重、机制化运作等原则。完善教育促稳机制应重点把握和解决观念的适应、指标体系的完善、考核指标的硬化、机制运行质量的稳定以及与其他机制的协调配合问题。

Thought of the Construction of Stability Promotion by Education Mechanism

Abstract:Stabilization promotion by education mechanisms takes the organizational systems as the leader, the insti- tutional system as the specification, the indicators system as guide, the implementation system as the basis, the ap- praisal and promotion use systems as performance, security and stability as the purpose. Promoting stability and cure of education are interrelated, they differ from each other. Emphasizing on one hand while ignoring the other are both wrong. Construction of the education promotion stability mechanism should adhere to stabilize first, hard- ened targets, regular assessment, internal force of traction, both external force, mechanism of operation, stable op- eration, and offensive and defensive combination of the hearts and minds of principle. Improve the education system should focus on promoting stability and addressing adaptation to grasp the concept of perfect indicator system, hard- ening mechanism of stable operation quality assessment indicators and coordination with other mechanisms.
