| Abstract: | North Bay city group to achieve cooperation with the Government, need to establish a ＂win -win＂. ＂synergy＂ .＂common control＂of the new concept, providing the northern Bay Cities leadership of the Government in meeting the system, coordinating the interests of the system, speed up the integration of the northern Gulf Cities process and other measures to improve the Gulfs government of regional economic efficiency. |
