| 摘 要： | 20世纪70年代以来,一场被称为新公共管理的新一轮公共行政改革席卷了西方发达国家。在我国,由于公共行政改革在单一价值指导下的多元价值取向及官僚制本身发展的不成熟等原因,决定了公共行政改革的双重范式的合理性。
