论侦查信息化建设的发展与创新

侦查信息化建设是信息社会中刑事侦查工作转型的基础与核心。侦查信息化建设一般要经历独立建设、全面发展和整体转型等三个历史阶段,当前我国侦查信息化建设正处于全面发展的中期阶段。缺乏科学规划与统一标准、自主创新能力弱、发展不平衡、低水平重复建设、考评机制不完善、低层次运行是当前侦查信息化建设存在的突出现实困境。完善信息化建设,应推进以信息化为核心的侦查理念创新、网络化为目标的侦查信息系统建设、一体化为中心的侦查工作机制创新、集成化为标志的侦查组织体制改革、实战化为标准的人才培养工作。

On the Development and Innovation of the Informationization of Investigation

The construction of the investigation informationization,the basis and core of the transition of the criminal investigation in the informational society,usually experience the three historical stages of independent construction,all-round development and overall transition.The construction of the investigation informationization of our country is now developing all-roundly.To consummate the construction of the investigation informationization,we should deepen the innovations in the informationization-centered investigative idea and the integration-centered working mechanism of investigation,improve the building of the network-aimed investigation information system,and promote the reform of the investigative organization system and the work of personnel cultivating.
