论政党执政能力的系统性

能力是实践主体的内在能量的外在表现力。政党的执政能力是政党作为政治组织系统所表现出来的能动力量。中国共产党的执政能力是党领导和支持人民当家作主、管理国家及社会事务的本领、能量和熟练水平,是一种系统能量的外在表现力,是以各级党政干部执政能力为基础的党的有机组织系统的对外反映能力。政党的执政能力具有系统性,中国共产党的执政能力建设要坚持马克思主义的系统观。

On the Systematic Feature of the Ruling Party's Ruling Capability

Capability is the exterior reflection of the interior energy of the practicing subject while the ruling capability of the political Party is the initiative power of the political Party functioning as a political organization system. However, the ruling capability of the Chinese Communist Party refers to the ability, energy and proficiency of the Party in leading its people to become the master of the country and to manage state and social affairs. It is the exterior reflection of a certain systematic energy and the outward reaction ability of the Party's organic organization system based on the ruling capability of the Party carders and government officers at various levels. The ruling capability of the political Party is systematic, and thus the construction of the ruling capability of the Chinese Communist Party should stick to Marxist view of system.
