| 摘 要： | 县级政府职能是国家职能的直接投射和缩影 ,是实现国家职能的现实基础。我国民族地区县级政府职能配置要充分考虑民族因素、贫困因素和边疆因素。在民族地区的县域经济、社会发展中 ,政府职能和市场功能之间不仅是一种替代关系 ,而且是一种互补的关系 ,只有合理地确定各自的行为边界 ,充分发挥其功能 ,才能促进两者的健康持续发展。

| Abstract: | The functions of the county government are the direct reflection and the miniature of the functions of the central government as well as its foundation. The establishment of the functional departments at the county level in the minority area in China should take the ethnic, border and poverty-related factors into full account. In the social and economic development, the government's functions and the market's functions represent a complementary relationship rather than a replacement. Only a reasonable demarcation between their functions can help fully realize their efficiency and maintain their healthy and sustainable development. |
