Local complexity and central bureaucracy in Finnish health care planning

Abstract:The 1972 Primary Health Care Act in Finland has generally been considered very successful. In many respects this may be true. From an administrative point of view, however, this act has not worked satisfactorily. Data are given on the bureaucratic inertia introduced by the new planning system mandated by the act, and some general criticism is offered of the claims of success made by public health officials.
