| 摘 要： | 国家公务员制度的机制理论,是国家公务员制度的重要理论基础。从实践来看,我国国家公务员管理机制还不够完善,在法制化水平、竞争激励力度、勤政廉政约束程度、新陈代谢速度和层次方面还有待完善。

| Abstract: | Theory of management mechanism is the important theoretical basis for civil servant system. At present, the management mechanism of government functionary in China is not practicable enough. It should be improved in such aspects as level of legal system, strength of competition and incentive, restraint degree of keeping government functionaries honest and industrious, speed and level of metabolism. |
