论矫正教育中的设施内教育与设施外教育

设施内教育,是矫正机构在矫正设施内主要利用自身的人力、物力,调动一切积极因素,对被矫正人员进行的有目的、有计划的思想道德教育、矫正教学和心理与行为矫正等活动;设施外教育,是指对违法犯罪后被判刑、收容但不适用监禁等设施内矫正的违法犯罪者,放在社会上进行教育改造的措施。在国内外矫正教育实践中,各国矫正机构都重视将设施内教育与设施外教育相结合,并把它们作为矫正教育的基本方法加以使用。设施内教育与设施外教育相结合,有利于防止“机构化”的消极影响,促进被矫正人员的再社会化;有助于提高刑罚执行的效益;有利于调动社会上最广泛的力量,参与对犯罪的预防和矫正。

On Correcting Education in Installment and Education out of Installment

In foreign correcting educational practice, correcting organs always put emphysis on the combination of eduction in installment and education out of installment, and use them as basic ways of correcting education. Their combination is benificial for preventing negative influence of "mechanism", improving corrected people's resocialization, accelerating penalty' s performing effect and shifting the most extensive power in society to participate criminal s prevention and correction .
