Solutions to the Problem of Compensation for Transboundary Pollution Damage:A Suppositive Case Study of the Songhua River Pollution Accident

Had the Songhua River pollution accident led to transboundary pollution damage, the problem would have appeared of how to compensate for the damage, to which three solutions exists: state compensation, international civil compensation and diplomatic negotiation and agreement. This article examines the three possibilities and determines that negotiation and consultation is the best method that would have been adopted by both the Chinese and Russian governments.
