Research on the Adaptability of the Urbanization Policy of China's County Towns:Based on the Perspective of Policy Text Analysis

The Fifth Central Committee of the 19 th National Congress of the Communist Party of China proposed to“Promote the urbanization construction with county towns as an important carrier”.Under the realistic demands of the double pressures of international and domestic development,county towns have become the key to the transformation and upgrading of China’s urbanization in the new era.Based on the perspective of policy text analysis and introduce the concept of“adaptability”,a three-dimensional analysis framework of“Policy Tools—Policy Construction Field—Policy Strength”was constructed,and analysis was carried out on 60 central and provincial county urbanization policy texts.The study found that the urbanization construction of counties in China is in the initial stage of development and there are some problems such as unbalanced use of policy tools,simplification of policy content distribution,and weak policy control ability.The adaptability is not strong in terms of“objective-function”,“convergence-alienation”and“capability-contradiction”.Therefore,countermeasures and suggestions for optimizing the urbanization policy of counties in China are put forward.
