严格行政程序 规范政府行为

本文分析了目前我国政府行政程序违法的诸多表现及给相对人和公共利益带来的危害。提出政府应增强全社会的程序意识，规范政府行政行为，严格按程序办事的对策建议，以确保政府行为公正、合理。

Make government act according to law by executing the law of administrative procedure seriously

Many government agencies break the law of administrative procedure now and then.When they exercise powers,some of them omit a few steps implied by law randomly;some of them arbitrarily create difficulties for concerned parties by meatus of adding steps;some of them reverse the legal steps to make the law of procedure be out of action and some of them take administrative procedures as a puppet show.These actions are contrary to administration according to law and destroy our advantages.Therefore,we must take measures to ensure that administrative organs execute administrative procedural roles seriously and that government behavior justly and reasonably.Firstly,procedural consciousness of the whole society need to be improved.Secondly,we should pay attention to administrative procedure legislation.Finally,administrative procedural roles must be excuted seriously to put them into fullplay.
