“双重国籍”的放弃——中国与印尼开辟睦邻外交的突破口

有学者认为,中国产生于1909年的第一部国籍法是与西方殖民主义者争夺华侨的产物.的确,对后世中国地缘政治外交产生一定影响的"双重国籍"问题即由此而来,但从国际政治和国际关系的角度来看,此说只是揭示了问题的现象,而并未触及其深层的原因.本文试图通过回顾华侨"双重国籍"问题的历史发展,并探讨新中国解决与印尼"双重国籍"问题的外交背景,以更好地认识"双重国籍"问题的解决对于新中国外交所具有的积极意义.

The Renouncement of the "Dual Nationality": a Breakthrough in the Development of the Diplomatic Relations of Good Neighborhood Between China and Indonesia

This paper reviews the historical development of the dual nationality issue among oversea Chinese in Indonesia and mainly reveals the diplomatic background of how the newly established China dealt with the issue. The paper argues that the renouncement of the dual nationality by oversea Chinese there was a significant move insofar as the diplomatic strategic adjustment was concerned and the decision could net be made until some key factors were taken into consideration such as the security environment among neighbors and national interests. It also discusses the significance of how the solution to this problem helped China promote diplomatic relations of good neighborhood with Indonesia.
