论我国反倾销规则的完善与落实

国际反倾销和外国对华反倾销越演越烈,我国已成为国际反倾销的最大受害国和主要指控对象。因此,制定反倾销的专门法律、法规已成为不可回避的问题。2002年的《反倾销条例》与1997年的《反倾销和反补贴条例》相比,无论是从实体法还是从程序法来看都有很大的进步,但与WTO《反倾销协议》相比仍存在条文内容过于简单、立法层次较低、调查机构的权限划分不够清楚等明显不足。
