| 摘 要： | 党的十七届四中全会《决定》对新形势下推进党内民主提出了一系列新要求、新举措,以此为指导,推进党内民主必须坚持以维护党的集中统一和全国各民族人民大团结为目标,以民主基础上的集中和集中指导下的民主相结合为指导原则,以切实保障党员民主权利为根本,以健全和落实党内民主制度为重点,努力做到积极、有序、稳妥推进。
