| Abstract: | This paper discusses the legislative activities related to newspapers and periodicals under the reign of the Northern Warlords during YUAN Shikai's rule and after his death.A further exploration is made of the characteristics of these legislative activities,including the change of the nature of this regime despite a continued name of the government,most of the legislation achieved during Yuan shikai's rule, and "democracy and freedom" in form but feudalistic autocracy in substance. |
