生态文明建设驱动机制研究

生态文明建设驱动机制是生态文明建设的重要组成部分,也是我国现阶段开展生态文明建设的关键之一。本文运用网络治理理论和一般系统论的基本观点构建了政府、企业、学术机构和社会民众的"四位一体"驱动主体模式、驱动机制系统模型以及其内生机理,并分析了主体驱动力特点,提出了政策与法律驱动、市场与利益驱动、科技成果与人才驱动、文化与教育驱动四个要素层次及其结构功能特点。最后对驱动机制存在的问题和改善途径进行了探讨。

A Study of Driving Mechanism of Ecological Civilization Construction in China

The ecological civilization construction is an important strategic task in the new era of China.The driving mechanism is one of the main components of ecological civilization construction at the present stage.Based on the network governance theory and general system theory,this paper put forward a four-in-one driving mechanism model of ecological civilization construction whose subjects consisted of the government,enterprises,academic organizations and the public,and the driving mechanism system included the links of input,process,output,and feedback.We analyzed the composition of subjects,and features of driving powers of each subject,and refined mechanism elements,summarized structural function by which the structure was divided into four levels including the policy and law driver,market and interest driver,technology achievement and talent driver,and culture and education driver respectively.Then the existing problems and approaches of the driving mechanism were pointed out and discussed.
