公平分配的实现过程

公平分配的实现状况直接关系到和谐社会建设的成败，正确地认识公平分配的实现过程至关重要，现阶段，解决公平问题的重点在初次分配，而不是二次、三次分配，实现公平是一个渐进的过程，要分阶段按层面进行，不能一刀切，大体可以分为三个阶段、两个层面。由于涉及问题众多，涉及部门无数，每一个问题、每一个部门有不同特点，所以解决分配问题要形式多样，没有固定的模式。
