关于政府经济活动与效率、公平问题的探讨

市场经济条件下,无论何种所有制形式都不会改变按劳分配原则,即多劳多得,优胜劣汰,这不可避免的带来社会居民收入水平的差距。而任何市场竞争都是以初始分配为前提,它无法使收入、财富和福利的分配按照社会认为符合社会公正的方式进行。政府更关心或根本解决的问题则是单位之间、居民个人之间、各家庭之间的收入分配公平和福利保障公平。所以,缩小贫富差距,维护收入分配的社会公平与福利保障公平是政府经济活动的根本目的。

On the Government Economy Act and Efficiency-Equality

Under the condition of the market economy,any ownership form can't change priciple of the distribution according to work which bring to high concentration of the society wealth.Any market competition can't make the distribution of the money,income etc to go on according to social equality.So to reduce the gap between poor and rich is the aim to develop rationally government economy.
