推进公安执法规范化建设的实践与思考——以公安交通管理执法为例

为了有效推进公安执法规范化建设,一是要进一步解决好认识问题,即转变民警执法理念,改进执法方式,树立责任意识;二是从源头上解决执法问题,即完善执法制度体系,完善考核工作机制,完善经费、警力保障机制;三是杜绝滥用职权、执法不公问题,即改进执法监督方式,增强舆情意识,加大信息化应用。

The construction of law enforcement standardization in public security could be done effectively only by the following steps.The first step is to change police’s law enforcement ideas,improve law enforcement ways and build the sense of duty.The second one is to solve this problem from source,which is to improve law enforcement system,work evaluation system,assurance system on funds and police strength.The third one is to prevent the misuse of authority and denial of justice,which is to better supervision means on law enforcement,strengthen ideas on public sentiment,increase information technology application.
