我国基本医疗保险法治化的困境与出路

我国基本医疗保险涉及到广大人民群众的根本利益,是关系到国计民生的大事。但是当前我国的基本医疗保险法制化进程滞后,很大程度上影响了实施的效果。因此有必要采取针对性措施,加快我国基本医疗保险法制化进程。具体包括两个方面:一是对已有的《社会保险法》进行实质性修改;二是出台新的《基本医疗保险条例》。从而全面推进我国基本医疗保险法治化建设,为我国基本医疗保险的发展提供法律保障。

The dilemma and way out of the legalization of basic medical insurance in China

China’s basic medical insurance involves the fundamental interests of the broad masses of the people,and is a major event related to the national economy and people’s livelihood.But at present,the legalization of basic medical insurance in China lags behind,which has greatly affected the effect of the implementation of basic medical insurance in China.Therefore,it is necessary to take targeted measures to speed up the legalization process of basic medical insurance in China,including two aspects:one is to substantially amend the existing Social Insurance Law;the other is to introduce new Regulations on Basic Medical Insurance.It will comprehensively promote the legalization of China’s basic medical insurance and provide legal protection for the development of China’s basic medical insurance.
