论警务危机谈判体系的构建

Discussion on Building the Negotiation System of Policing Crisis

The negotiation of policing crisis can establish a bridge between police and the high risk crowds,mollify the nervous situation,and help the solution of the crisis in process of the handling various kinds of confrontation case.We introduce the present condition of the policing crisis negotiation in our country,and also,the development in foreign countries.It puts forward a construct of the crisis negotiation system in China,that is to say,employing different methods to deal with different cases according to their scenes. We mainly discuss the relationship between the steps of kidnap confrontation handling on-spot and the work of negotiator and the relationship between the steps of secrete kidnap handling and negotiator.In addition,we also probe into the constitution and division of the crisis negotiators and the basic qualities required to these person.
