| 摘 要： | 在认真学习十六届四中全会精神的基础上,结合上海交通大学的实践,认为提高高校党委的领导能力和执政水平应从以下方面做起:努力提高领导学校发展的能力;努力提高科学民主决策的能力;努力提高动员和整合各种资源、协调各种利益群体关系的能力;努力提高破解改革难题的能力。
