| 摘 要： | 《信访条例》的实施,为广大群众提供了一种在法律系统外部解决问题的途径。但是信访权利出现了被滥用的趋势。检察机关在对非正常信访的接待中,应建立起解决非正常信访的长效机制,进一步通畅信访渠道和规范信访秩序。

| Abstract: | The implementation of ＂Petition Regulations＂ provides a way to solve problems outside the legal system for the masses. However, the petition rights are being abused now. Procuratorial organs should establish a long - term mechanism to solve non - normal petition when receiving it, and further smooth petition channels and standardize the petition order. |
