对公安民警训历管理的几点思考

训历是指公安民警自从警以来所接受的培训教育的经历。训历管理的研究是公安＂大教育、大培训＂组织管理科学化、规范化的必然要求。＂训用结合＂在我国已经起步,但尚处于初级阶段,存在着管理模式陈旧、管理难以规范、民警信息化应用能力有待提高等问题。借鉴国外训历管理的成功经验,建议完善民警教育训练工作组织机构;健全民警教育训练考核激励机制;切实加强教官队伍建设;进一步改革警察院校办学模式,充分发挥院校在＂大教育＂、＂大培训＂中的主阵地作用;充分发挥网络优势,实现民警终生教育。
