优化特大型城市综合管理运行机制的启示——以上海市闵行“大联动”为例

郊区城镇化是上海等特大型城市现代化进程中的显著特征.特大型城市除了普遍存在的“城市病”外,还产生了诸如流动人口管理、“城中村”治理等城市管理问题,而我国行政一元化城市管理体制和条块分割的运行机制无法与现代城市管理相适应,无法兼顾城市秩序与城市活力.因此,改良传统的城市管理体制机制,建立适应特大型城市特点、符合时代特色的现代城市综合管理运行模式就成为必然要求.这就需要在城市管理理念、战略、机构、体制机制、风格、人员、技术等方面不断创新.

The Enlightenment of the Operating Mechanism of Optimizing the Integrative Management in Metropolis——Discussing the Big Linkage in Minghang,Shanghai

The urbanization of suburbs is the striking feature of the modernization process in metropolis such as Shanghai.Besides the ubiquitous urban social problems,there comes many new problems in urban management,including management of the floating popu- lation,rule of the urban-villages,etc.However,China~s urban management system of administrative centralization and the operating mechanism of segmentation of trap and block,which can＇t combine the order with the vitality of a city,are to con- temporary urban management.It is inevitable to improve the traditional urban management system and to set up the operating mech- anism of optimizing the integrative management which is commensurate to the features of metropolis and the characteristics of the times.And this needs the continuous innovation in seven aspects which are idea of urban management,strategy,organization,system, manner, personnel and technique.
