| 摘 要： | 当前建设服务型政府实践中还存在着理解上片面化,操作上简单化、符号化,服务途径上的单一化,制度机制保障上的形式化等问题,因此建设服务型政府需进一步廓清几个关键问题:要廓清对服务型政府概念和内涵的认识;要认识到建设服务型政府是有不同层次的;要实现由传统的政府单中心视角向政府与社会合作的多中心视角转变;要注重体制创新和制度建设。
