| 摘 要： | 社会保障是社会稳定的"安全网"、经济运行的"调节器",是构建社会主义和谐社会的重要内容,而公平是社会保障的灵魂。公平包括代内公平和代际公平,公平的缺失会导致福利的损失。这就要求我国的养老社会保障改革必须以公平为核心,建立长效机制。

| Abstract: | As "safety net" of stable social and "regulator" in economic operations,Social Security is important part of build socialist harmonious building.Equity is the soul of social security,including intra-generational equity and inter-generational equity,inequity will lead to loss of welfare losses.So,Equity should be the core of our country s social security pension reform and a long-term mechanism should be established. |
