| 摘 要： | 要搞好 2 1世纪的禁毒工作 ,必须重新审视国际国内毒品犯罪的新趋势、新特点 ,重新构想 2 1世纪禁毒工作的战略。一、 2 1世纪毒品犯罪的新趋势、新特点 :(一 )毒品犯罪全球化趋势日益严重 ;(二 )毒品犯罪总量居高不下 ,仍处于高峰期 ;(三 )毒品犯罪格局发生变化 ;(四 )毒品犯罪方式手段更加高智能化。二、 2 1世纪禁毒战略构想 :(一 )禁毒战略指导思想 ;(二 )禁毒战略策略原则 ;(三 )禁毒战略计划框架。

| Abstract: | New national and international trend and characteristics in drug crime have to be watched closely to design strategy for the 21st century. The trend and characteristics in drug crime in 21st century contain: drug crime is globalized; the total number of crimes is keeping increasing; the situation is changing and the approaches of crimes get more intellectual. the design for drug control strategy consists of such three points as guideline, principle and frame. |
