| 摘 要： | 形成城乡经济社会发展一体化新格局,不仅要依靠以市场为导向的、以工业化、城市化为基础的聚集扩散机制和自由流转机制,而且必须建立以政府为主导、以规划政策制度为手段的统筹协调机制和均衡决策机制,以及城镇化与新农村建设的互促共进机制。
