合理配置教师资源 促进区域基础教育均衡发展

教师资源是基础教育实现其全局性、基础性、先导性作用的前提。教师资源的合理配置是基础教育的本质要求，也是普及基础教育的前提条件，更是实现区域教育均衡发展的关键所在。制约我国教师资源合理配置的因素，主要受到市场经济、社会发展基础条件、教育政策导向、政府投入政策的影响。应从统筹教育发展、完善投入政策、建立教师流动机制、加强考核监督等方面入手，合理配置教师资源，促进基础教育均衡发展。

Rational Deployment of Teacher Resources to Promote the Balanced Development of Regional Basic Education

Teacher resource is the precondition for basic education to realize its comprehensive, fundamental and inchoate function. The rational deployment of teacher resource is the intrinsical requirement and essential premises as well as the hinge of achieving balanced development of basic education. The causes of irrational deployment of teacher resources are as following： market economy, basic condition of social development, orientation of educational policy and government investment. Therefore, teacher resource should be planned as a whole, and set up teacher flowage system to ensure balanced development of basic education.
