| 摘 要： | 对警察权的控制,应以宪法为视角,从三个方面构建警察权的控制机制:从限权方面明确界定警察权的法定权限,确立检察官在侦查中的主导地位;从制衡方面构建司法审查制度,以司法权控制警察权;从监督方面设立人民监督员制度,加强人民群众的监督.

| Abstract: | The paper discusses the build - up of the constitutional control system over police power from the following three aspects: in the aspect of power restriction, the limit of police power should be clearly defined and the leading position of prosecutor in investigation should be identified; in the aspect of restriction and balance 1 the system of judicial inspection should be constructed to control the police power with judicial power; in the aspect of supervision, the system of people's supervisorship can be set up in order to strengthen supervision from the aspect of people. |
