试论信息社会的公共安全保障

社会信息化使人类社会爆发出巨大的生产力,但同时也在快速提升不法分子的犯罪能力,尤其是信息犯罪,使公共安全保障领域由实体空间拓展到虚拟空间,信息社会的公共安全正面临着严峻挑战。面对各种违法犯罪活动,保障信息社会公共安全的主要途径是科技手段应用和法制治理。当前,重点是大力推进公共安全领域的信息工程———“金盾工程”的建设,尽快提高我国公共安全保障能力和管理服务水平。

A Brief Discussion on How to Safeguard the Public Security of the Information Society

The informationization of society has become a spur to the enormous development of productive forces in human society, and it has also rapidly improved the criminal abilities of lawbreakers, especially in the field of information crime which has broadened the public security territory from real space to imaginary one and severely challenged the public security. Faced with all sorts of illegal activities, we should safeguard the public security of the information society by means of technology and legal institutions. At present time, we must lay emphasis on the construction of "Gold Shield Project" -the information project of public security to improve our safeguarding abilities and servicing level.
