| 摘 要： | 鉴于地方政府规范性文件在制定程序上存在着缺陷和问题,结合WTO规则和社会发展要求,我国应该改进地方政府规范性文件的制定程序,包括科学编制规划、完善起草程序、强化审查程序、重视公布程序诸环节。
